I may have been mis-informed, but I believe that tis might be Lyndon Baines Johnson, the 36thPOTUS, at an event where his political opponent Francis Xavier Gardener had his home knocked down and burned, before being written out of the history books entirely.
Not a very nice person, from what I've read about LBJ.
