To my untrained eye, the outfits appear Napoleonic, but other than that, I'm clueless about the context of this photo. Perhaps it's to commemorate to Battle of Marengo, or it could be to entertain a bunch of tourists who happen to be dining at the Hotel Waterloo. Who knows ?
