OK. So I THINK I see the parapets of a star-shaped fort, but I can't be certain, and would not like to guess which one.

Every May Day Bank Holiday, he would return. His face permanently in shadow, to prevent identification.
No-one knew who he was (tho' it was rumoured that he had a brother called Kevin) but he wouold return to the Thetford Municipal Scout Hut (shown above) to guard their Spring Picnic.
And true to his word, there were no alligator attacks while he was on duty.
