No info on the slide, so it could be almost anywhere, USA.

But, using my massive asteroid-sized brain, I think that this might be Huntington, west Virginia.

In fact, those buildings on the bottom left look rather like those in this Streetview view.

Meaning, that building bottom left would be the Carnegie Public Library  as seen from the upper floors of the Army Corp of Engineers building.

Parade day in West Virginia, and I guess they're prepared for the cold. Perhaps, if they got off their asses and actually moved around - pole dancing or something - they might be warmer.

Well that's obvious.  

Mountain State means that this is West Virginia, which means that the highest point is "Spruce Knob" (No sniggering at the back).  And the good news is that the observation tower is still 900ft from the car park.
